Crime Description:

On above date and approx time, OCTC Public Safety Officer T. Warner was conducting evening patrol of campus parking areas, when he was approached by an UNK Subject (UNKSUB) (student?) and told that there was vehicle in the Nature Area of Campus (Vehicles are not allowed in this area). Furthermore the UNK Subject stated to PSO that there were two subjects in the vehicle and they appeared to be drinking. PSO Warner investigated the Nature Area and observed a silver colored vehicle occupied by two UNKSUBs. PSO contacted Public Safety Director (PSD) J. Hendricks and briefed PSD on the observations and reported activity. PSD based on the totality of circumstances advised PSO Warner to notify Owensboro Police Department. The key issue is is PSO does not have authority to detain, and if the subject(s) chose to drive off, PSO could not stop them from doing so. PSD advised PSO to keep surveillance of the vehicle in the event they did drive off, and to keep PSD appraised of the situation. OPD arrived on scene at approx 1910hrs. (710pm). The driver of the vehicle was arrested and taken to the Daviess County Detention Center. The passenger was allowed to leave the scene in the vehicle and was not detained.
