Adidlyn Price- Public Use Bike owend by Empowerment Academy

Crime Description:

On Thursday 20 August 2026 at approximately 1:51 pm. OCTC Student A.D observed another student A.P sitting at the gazebo near the bus stop (Humanities) with the Empowerment Academy's yellow bike. A.D approached A.P and the bike and stated to A.P “that since we are not friends, I want the bike back” and retreated with it to the second gazebo down the sidewalk by the Technical Building. A.D. was facing the other direction when A.P approached her from behind and said, "can you just wait till I go home to get it", to which A.D. said “No it's not your bike, it's not even mine, it’s Empowerment Academy’s for residents, which you are no longer a resident”. A.P. then grabs the back of the bike and pulls it towards her, out from under me, causing her to fall off the bike, but catch herself before hitting the ground. A.D. then yelled Its not yours toward A.P, who then proceeded with it to the bus stop. At this time, A.D.I called 9-1-1 to report that the bike was being stolen. A.D. stated that as she hung the phone up, A.P. got on the bus with the bike. A.D. also reported this incident to OCTC Chancellor Dr. Williams, who escorted A.D. to the OCTC Public Safety Director’s Office, where the Public Safety Director, J. Hendricks took her report. A.D. stated that she did want to file a police report, in which PSD J. Hendricks notified the Owensboro- Daviess County Dispatch Center and advised them of what had occurred. The dispatch center had an officer respond to take the report from A.D. at which time she disclosed that she had the incident on video and also knew the name and location of the alleged perpetrator. The responding Owensboro Police Officer advised A.D. that since she was not the owner of the bike, but that the Empowerment Academy was, he would contact them to see if they wanted to pursue criminal charges against A.P. PSD J. Hendricks then advised A.D. that while there was nothing he could do regarding the criminal side of this incident, he would take the report and refer it for disciplinary action per the KCTCS/ OCTC Student Code of Conduct. PSD J. Hendricks then advised of what that entail and that he would update A.D. of the process as it unfolded. As of this writing, no charges have been pursued by the Empowerment Academy against A.P, but she has been issued a warning to stay away from their property.
